Background
Cheshire West and Chester Council is seeking views from young people, parents' carers and youth work providers on what our vision for youth work delivery should be in the future. Young people and third sector providers have helped to co-produce the draft vision that we are keen to seek further views on through a consultation process.
The co-produced draft vision identifies a range of services that could be considered as part of any future youth work offer for our in-house targeted youth service:
- Universal open access group provision delivered by the community for the community
- Targeted specialist centre-based provision available in central locations across the borough including SEND and LGBT+
- Detached and outreach youth work to address community issues such as ASB
- Access to specialist drop in sessions
- Bespoke one to one work for vulnerable or at-risk young people
- Access to specialist workshops facilitated by the Youth Senate
- Specialist projects to support independence of our SEND cohort
- Universal and targeted community projects across the borough delivered jointly by third sector providers, Cheshire West and Chester Youth Service and Youth Senate.
- A strong social media to promote youth services and encourage engagement and participation
The consultation
The consultation is open for eight weeks and closes on 14 April 2021.
The objectives of this consultation are to:
- Understand and listen to views of all young people and their parents or carers, across Cheshire West and Chester, in particular our most vulnerable, those already engaged in our youth services, and across our education establishments
- Understand the offer available from third sector providers and how they support and engage with those who access their services
- Ensure we are delivering a high quality targeted, and robust youth work service
- Understand how our youth services can meet the changing needs of our most vulnerable, at risk young people
- Understand the experiences, learning and expectations of youth work by young people and third sector providers
- Understand the impact any proposed changes would have for young people, their parents or carers, and third sector providers
How to take part
This will include a young person's questionnaire and an adult's questionnaire.
Three core Focus Groups with SEND Young People, their parents/carers, third sector providers.
Consultation packs to enable Cheshire West and Chester Youth Work Team, and third sector providers to deliver Focus Groups and interviews with young people and a range of key stakeholders.

How responses will influence decision making
All responses will be analysed and considered to inform a new Youth Work Strategy. The new Youth Work strategy will take account of respondent’s views as appropriate. It will then be published on the council website, along with the consultation findings, and will be used to inform a new Youth Work Strategy which will go to Cabinet in July 2021 with recommendations in respect of future delivery and an implementation plan.
