The Council is reviewing its policy guidance on convictions and other relevant information in relation to hackney carriage and private hire licensing. This policy provides guidance to the Licensing Committee and its Sub-Committee on the criteria to be taken into account when determining whether or not an applicant is fit and proper to be licensed or continue to be licensed as a driver, vehicle proprietor or operator. Whilst criminal convictions will play a significant part in the Licensing Authority’s determination, the Council will also take into account other factors such as demeanour, general character, non-criminal behaviour, driving ability and other relevant information supplied by the Police or other agency.
We would welcome your views on the policy, along with any changes or additions you would like to see made to it.

The guidelines, once decided upon, will form a part of the Council’s Statement of Licensing Policy for Hackney carriages, private hire vehicles, drivers, and private hire vehicle operators.
